Dr. Monique Wheatley-Phillip brings more than three decades of leadership experience in K-12 education, serving in roles ranging from classroom teacher to district-level executive leadership.


She currently serves students, parents, and communities in the Baltimore County Public Schools (BCPS), one of the largest school systems in the United States. 


In BCPS, she has supported school operations, fiscal services, and principal leadership development


With a diversified portfolio of skills and experiences,  Dr. Wheatley-Phillip has 

  • Extensive professional experience and collaboration with the Board of Education and other members of the Superintendent’s cabinet
  • Regularly presented reports to the Board of Education during official meetings e.g. accountability, enrollment trends, capacity study updates, and the annual Master Plan 
  • Attended the Interagency Commission on School Construction meetings (IAC) to discuss facility conditions and relief options
  • Engaged in discussions with Board members to provide clarification and updates based on inquiries from their constituents
  • Collaborated with the Superintendent of schools and cabinet members to produce timely and accurate deliverables e.g. official student enrollment, adjusted graduation rates, school system performance data
  • Participated in community forums including capacity relief public input sessions with Board members
  • Regularly participated in school visits with Board members to observe the instructional programs or to attend school events (school replacement, renovation or addition projects, assemblies, Carson Reading rooms, or green spaces)
  • Supervised instructional programs
  • Guided strategic planning initiatives
  • Implemented systemwide improvements and efficiencies focused on increasing student achievement and strengthening school operations
  • Supervised over 15 community boundary studies designed to balance enrollment
  • Supervised the design of the Dynamic Data Dashboards: COVID-19, Transportation, Course Performance, Power INFORM, Performance Matters
