Leadership Impact & Collaborative Efforts

Through collaboration and a commitment to achieving systemwide coherence, Dr. Monique led the development of the Baltimore County Public Schools’ eight-year strategic plan, "The Compass,” which established systemwide eight year performance goals including three year targets for schools and offices Administration of the systemwide Measure of Academic Progress assessments-Math gains ranged between three to 15% points. Reading increases ranged between two to eight percentage points

Data Driven Decision Making

 A key component of Dr. Wheatley-Phillip’s vision for education is the strategic use of data to inform decisions and improve outcomes for students.

As Chief of Accountability and Performance Management in Baltimore County Public Schools, she 

  • Led systemwide initiatives to improve data literacy across schools and central offices
  • Oversaw the development of dynamic data dashboards
  • Established reporting systems that allowed school leaders to monitor student performance in real time and respond quickly to student needs.

  • Overseeing federal Title II grant programs exceeding $7 million
  • Monitoring school system expenditures for educator programs totaling more than $11 million
  • Collaborating with financial and operational departments to ensure compliance and stewardship of public funds

These experiences have strengthened her ability to connect instructional priorities with operational planning and financial responsibility.
