Teachers, principals, and school staff are the foundation of strong school systems. Dr. Wheatley-Phillip’s leadership focuses on developing, supporting, and retaining highly effective educators who are equipped to meet the needs of diverse learners.

Strategic Planning for Student Success

Dr. Wheatley-Phillip has extensive experience leading large-scale strategic planning initiatives that align resources, programs, and accountability systems across school districts.


She supervised the development of The Compass, Baltimore County Public Schools’ eight-year strategic plan, which established measurable goals for student achievement, operational effectiveness, and systemwide improvement.


The strategic plan created a unified framework that allowed schools and central offices to: 

  • Align priorities
  • Track progress
  • Ensure accountability 


Through this work, she helped build processes and procedures that connect vision, strategy, and measurable outcomes—ensuring that educational priorities translate into meaningful results for students.


School finance is also a key strength!  She monitored spending limits in order to facilitate the compensation of

  • Extra duty activities
  • Extended year employment
  • Responsibility factors 


These sponsorships and payments to BCPS’ 9,600 teachers plus hourly staff totaled upwards of $11 million.
